Why another Rasul (Messenger) in Arabia?
Besides many others, all Rusul (Messengers) from the family of Ibrahimعليه السلام (Abraham) were raised in the Middle-East region.
Long ago, Ibrahimعليه السلام (Abraham) and Isma’ilعليه السلام (Ishmael) had constructed the Ka’bah in the city of Makkah. Ibrahimعليه السلام (Abraham) and Isma’ilعليه السلام (Ishmael) both were Rusul (Messengers) of Allah (God). They did not arbitrarily choose the barren valley of Makkah for the construction of the Ka’bah. Allah (God) had showed them the place for it.
And (remember) when we showed Ibrahim (Abraham) the site of the (Sacred) House (the Ka'bah at Makkah) (saying): "Associate not anything (in worship) with Me, [La Ilaha ill-Allah (none has the Right to be worshipped but Allah Islamic Monotheism], and sanctify My House for those who circumambulate it, and those who stand up for prayer, and those who bow (submit themselves with humility and obedience to Allah), and make prostration (in prayer, etc.);"

Makkah which was also known as Bakkah has been identified as the original site for the Ka’bah, in the Holy Qur-an.
Verily, the first House (of worship) appointed for mankind was that at Bakkah (Makkah), full of blessing, and a guidance for Al-'Alamin (the mankind and jinns).
Surah (Chapter) Al ‘Imran (Family of ‘Imran) (3:96)
In this Ayah (Verse) Allah (God) has used the word Bakkah for Makkah.
The same word Bakkah, has been used in the Bible (The Old Testament) (Psalm 84:4-6) also, where the old house of worship was located:
“Blessed are those who dwell in your house;
they are ever praising you. Selah
Blessed are those whose strength is in you,
Who have set their hearts on pilgrimage.
As they pass through valley of Baca,
They make it a place of springs
Psalm 84:4-6
Ibrahimعليه السلام (Abraham) and his son Isma’ilعليه السلام (Ishmael) had made a prayer to Allah (God) when they were constructing the Ka’bah. This prayer was for sending another Rasul (Messenger) to the city of Makkah.
“Our Lord! Send amongst them a Messenger of their own, who shall recite to them Your Verses and instruct them in the Book (Qur-an) and wisdom, and purify them. Verily you are the All-Mighty, the All-Wise.”
Surah (Chapter) al-Baqarah (The Cow) 2:129
Allah (God) loved both Ibrahimعليه السلام (Abraham) and his son Isma’ilعليه السلام (Ishmael). Allah (God) answered the prayers of Ibrahimعليه السلام (Abraham) and Isma’ilعليه السلام (Ishmael) by choosing the Messenger of Allah, Muhammadصلى الله عليه وسلم from the city of Makkah as His last Rasul (Messenger).
